Chairman’s update 

The Chairman updated council members on his recent activities and the meetings he has attended including his recent work progressing the considerations of a white paper submitted to the National Data Guardian (NDG) concerning confidentiality and medical devices and apps. Dr Bunch in collaboration with members of the NDG’s Panel has been leading meetings with a range of organisations involved in developing regulation or guidance in this area including the Multi Agency Advisory Service (MAAS), the Medicines and Healthcare products Regulatory Agency (MHRA) and the Information Commissioner’s Office (ICO) innovation hub. 

Dr Bunch has also attended regular meetings including with the Caldicott Guardian of the NHS test and trace team, now part of the Health and Security Agency (HSA), NHSx and the Strategic Information Governance Network (SIGN), and NDG panel meetings.

Vice-Chair’s update

The Vice Chair updated council members regarding the set of virtual workshops arranged by sector (Acute, primary, social care etc) that have been planned for Caldicott Guardians across health and care during April, and May 2021. The Vice Chair also formally announced her retirement and resignation as the UKCGC’s Vice Chair, informing members of how much she had enjoyed the role and thanking Council members for their kind leaving gift.

Requests for advice

The Council discussed requests for advice including a request from a Caldicott Guardian enquiring how best to test a new PACS systems

Full details of requests for advice can be provided upon request and are often also available to view as discussion topics on the digital health Caldicott Guardian forum.

UKCGC website development update

Layla Heyes, Communications Manager at the Office of the NDG, updated Council on the progress of the new UKCGC website. Layla provided a walk through of the current proposed site layout and structure, which uses the new branding shown to Council previously. The launch of the new UKCGC website is provisionally timed to support the implement of the shortly anticipated National Data Guardian’s guidance on Caldicott Guardians.

Institute of Health and Social Care Management

Jane Brightman Social Care General Manager from the Institute of Health and Social Care Management (IHSCM) presented to council members about IHSCM’s work to explore how we may best work together. IHSCM is an independent membership organisation for managers and leaders planning, delivering, and supporting health and care in the UK and across the world, supporting personal and professional development and driving change to improve health and well-being for all through quality management. 

Jane informed members of the current work IHSCM are involved in with the Digital Social Care group to support the digital journey of social care providers. IHSCM hope this work will help to address Digital literacy issues being faced and the related challenges social care providers face with Data Security and Protection Toolkit and NHSmail requirements. Council members were interested to understand the current challenges and are supportive of IHSCM’s approach, it was agreed that where appropriate to do so we will try to work together to address these challenges moving forward.

Caldicott Guardian eLearning development

Ross Thornton Senior Project Manager in the Office of the NDG, updated council members on the progress of the eLearning modules being developed in collaboration with Health Education England. Work is currently focused on the first module which is aimed at a broad all staff audience. Council members provided feedback on the method of assessment criteria and the proposed format and balance of case studies and multiple-choice questions.

Other business

The Chair noted thanks to Sandra Lomax the Vice chair for all her years of hard work and fantastic contribution to the UK Caldicott Guardian Council.  All members wished Sandra well with her retirement and future endeavours. 

The next meeting will be held virtually on 9th June 2021.
