Our history

In October 2003, the then NHS Information Authority announced a new national organisation specifically for Caldicott Guardians working in health and social care. Following the announcement, a small group of guardians from health and social care organisations worked on a constitution for the national group. This group was launched in 2005 as the United Kingdom Council of Caldicott Guardians, under the chairmanship of Stephen Hinde, then the Caldicott Guardian for Bupa.

At its inauguration, the Council was supported by the National Programme for IT (NPfIT). Later, its supporters included NHS Connecting for Health (CfH), which subsequently transformed into the Health and Social Care Information Centre (HSCIC), and eventually became NHS Digital (which subsequently merged into NHS England).

Since 2015, the Council has been sponsored by the National Data Guardian (NDG) and its work is facilitated by Office of the National Data Guardian staff. The UKCGC chair sits on the National Data Guardian's Panel.
